Russian lawmakers have proposed a new bill that would ban Russian children from being adopted by countries that allow gender reassignment to safeguard children and ensure they are raised in normal families and societies.
Vasily Piskarev, the head of the Russian State Duma’s Committee on Security and Countering Corruption, argued that the new measure ensures that adopted children do not end up in families with parents who have undergone gender transition.
“The new bill proposes to prohibit the adoption of a child by foreign citizens in case their state allows gender reassignment, both by producing the appropriate identification papers or by using medical and other kinds of interventions,” explained Piskarev.
He further emphasized that the legislation is primarily targeted at citizens of North Atlantic Treaty Organization member states, many of whom permit same-sex marriages and sex changes.
Piskarev, a representative of the ruling United Russia Party, stressed the importance of providing adopted children with an environment he described as a “normal family where there’s a biological father and a mother.” He argued that the bill seeks to ensure that foster children “grow up and develop in a normal family.”
The Russian State Duma has passed several anti-LGBTQ laws in recent years. Back in July, Russian lawmakers approved a bill that limits transgender rights, including a near-total ban on gender reassignment surgeries. The only exception carved out is for cases involving congenital physiological anomalies in children. The legislation prevents registry offices from updating official documents based on medical certificates of gender change.
The law, just like the recent bill, disqualifies transgenders from adopting children or becoming guardians. There is also a provision that allows for the annulment of marriages if one or both spouses undergo a gender change and update their civil status records.
Meanwhile, in December 2022, Russia expanded its existing “gay propaganda” law, imposing stricter penalties on individuals promoting “non-traditional sexual relations and/or preferences,” as well as gender transition. The latest legislation further tightens the grip on LGBTQ rights, eliciting concerns about the shrinking space for free speech and human rights in the country.
Yulia Alyoshina, Russia’s first transgender politician, expressed deep concern about the potential impact of the proposed transgender bill. She warned that if the legislation becomes law, transgender individuals would be denied constitutionally guaranteed medical care, describing the bill as not just discriminatory but a form of “genocide” against the transgender community.
However, in a July hearing for limiting transgender rights, Deputy Speaker Pyotr Tolstoy and other Russian officials defended all the anti-LGBTQ legislation. He claimed that these laws protect the country from “Western anti-family ideology” and preserve the traditional values of the country for future generations. “The Western transgender industry is trying to infiltrate our country in this way, to break the window for its multi-billion-dollar business… a number of doctors defend this field so vehemently, hiding behind their academic knowledge, including that gained abroad during studies in the U.S. and other countries,” Tolstoy said.
